Functionality

This function module opens a new buffer block and returns the Block-ID. This ID is needed if an applicationhas to add context to an existing block, delete those F&R exceptions from the buffer that pertains toan existing block, or link a high-level exception to the low-level exceptions of a buffer block. Internallythis ID is held as a timestamp (in long form, YYY-YMMDDhhmmss,mmmuuun). Every exception that is createdafter the creation of this block pertains by definition to this block. The application that has opened a block must memorize and administer the Block_ID.
