Functionality

This function is called by /SAPAPO/FOT_LOG_START to open a log.

It check whethers the log is already initialized, if not, stops here.

If this is not a batch process and the global log display level is blank, it gets the user display level.

Gets log object and sub object from import parameters. Gets user name either from import parameters or system values. Gets program and transaction code from system values. Calls function BAL_LOG_CREATE to create a log.
