Functionality

Override billing plan proposed by the item category/document type

This was function module OG_SWITCH_BILLING_PLAN in IS-SW.

IMPORTANT: The billing plan is only exchanged, if item and header

level have either milestone billing or they both don't

have milestone billing. The value '0003' in tfpla-uevor

is used for this check ('0003' is milestone billing).
