Functionality

If a particular complaint reason is flagged for triggering the creation of a generic shipping problem message, then

1. The method CREATE checks if a predefined threshold has been reached for that complaint for a specific Carrier.
2. The method automatically creates a generic shipping message once the threshold is reached.
3. The method starts a workflow to send an email informing the Customer Care/Branch of the problem.
