cell_add: Add or overwrite a cell to/in the cell table. Introduced with Note 880012 in order to ensure a binary search access to the cell tables

• Using this method we ensure that the cell-tables remain sorted by:

• ELEMENT_C, ELEMENT_CID, ELEMENT_R, ELEMENT_RID
