Functionality

This class implements the TODO check for the ICF service. Using data from the Change and Transport System,checks are made on the accessibility of new and modified ICF services, and on the correctness of the package between the service and the handler.

The objects in the transport requests are checked to see whether they are accessible, in other words,whether the path leads to service with a handler that can be called. If the service is transportable, the handler is checked to see whether it contains a transportable package.
